
William Julié took part in the debate held on LCP concerning the abuses by INTERPOL member states in their use of red notices, which were initially intended as a simple tool for international criminal cooperation but have been misused for political purposes.
He highlighted the factors within INTERPOL that contribute to these abuses, in particular the CCF’s lack of rigour in examining requests for the publication of red notices, and INTERPOL’s reluctance to assert its independence from the member states that finance it.
William Julié proposed ways of limiting the impact of these abuses, including strengthening upstream control procedures and establishing a corrective mechanism such as a compensation fund or an adjustment to INTERPOL’s immunity when it is liable.
