William Julié comments in particular, on the risk of misuse of red notices by the Syrian regime: “It is obvious that this tool may be used by the Syrian regime in an attempt to reach people in the same way that other powers with the similar problematic features like China or Turkey.  Following the attempted coup against Erdogan in 2016, approximately 60 000 requests for the issue of red notices were sent, in their vast majority against opponents.”
