To the question of whether Russia’s destruction of electrical infrastructures in Ukraine constitutes a war crime, William Julié recalls the need to distinguish between jus ad bellum and jus in bello. It is also essential to determine the civilian or military nature of the infrastructures affected, the military interest of such attacks and their proportionality. Only once these questions have been answered can the qualification of war crime be considered.
