William Julié, Amélie Beauchemin and Elena Moreno co-authored the France chapter of the ICLG Sanctions Laws and Regulations 2027 (Eighth Edition), published by Global Legal Group.
The chapter is a Q&A mapping the French sanctions framework as it stands in 2026: the four autonomous national regimes (terrorism, foreign interference, drug trafficking and sanctions circumvention, Articles L. 562-2 to L. 562-3 of the Monetary and Financial Code), the authorities involved, licensing and derogations, reporting obligations, delisting and remedies, criminal and administrative enforcement.
The chapter also addresses :
- The pending transposition of Directive (EU) 2024/1226 : Over the past year, France has taken its first formal step towards implementing Directive (EU) 2024/1226 on the criminalisation of sanctions through a draft bill submitted to the National Assembly on 3 March 2026. While sanctions violations are already criminalised under French law, the bill would introduce or clarify offences relating to the circumvention of EU sanctions, harmonise penalties, strengthen corporate liability, and expand investigative and confiscation powers.
- The 21st sanctions package against Russia : Adopted on 23 July 2026, it extends transaction bans to 33 further Russian banks and to third-country crypto-asset service providers, suspends the automatic adjustment of the oil price cap until July 2027, brings the number of listed “shadow fleet” vessels to 673 and creates a legal basis for visa bans on Russian combatants.
